Frances Garnham, HHA Assistant Director, said: "The HHA has strongly lobbied for an independent appeals system to ensure that the responsibilities of the business and property owner is balanced against the public interest and that this balance can be tested".
The Joint Committee's recommendations follow those from the Efra Select Committee which last week also recommended an independent right of appeal.
The HHA also welcomed the Joint Committee's recommendations that the Governmnent produce a detailed estimate of the costs of establishing and maintaining the coastal path and put this out for consultaition, and that it should clarify the issue of compensation for proven loss.
However, the HHA was disappointed that the Committee has not given a categorical view on parks and gardens. Ms Garnham said: "We urge the Government not to dilute the current exemption for parks and gardens. We will resist any moves to water down the stated safeguards to protect people’s privacy, security and enjoyment of their own property.
Whilst the HHA supports the aim to provide better access to the coast - indeed, HHA member houses offer substantial opportunities for access, learning and enjoyment welcoming 13 million visitors each year in England alone - solutions must not threaten the viability of coastal businesses or the rights of those who are responsible for stewarding this part of our environment."
